Bucking and Stalling '92

My '92 has had this problem since I bought it, and my friend that had it before me said it did it as long as he's had it (he bought it from his grampa).

They changed the engine, and the new engine has approximately 15K on it, but they reused all the old sensors and stuff!

Anyway, what it does is it randomly idles steady at around 750 RPMs, then it will raise to 850 and idle there for a while and then drop to say 700. It's not a rough idle. It goes up and down randomly and it doesn't seem dependent on anything. I would think curbside idle, but the weird thing is it idles dead at 800 RPMs a lot of the time at the turn of the key. It gets better...

Giving it fuel from Idle to 1000 rpms, it bucks and sometimes stalls out completely (like it's going to lean and then rich to compensate). I thought it might be the IAC, but I put a meter on it and it tests out to with in specs given by ether the Chilton or Ford Service CD. I've also tested the plug wires and adjusted the TPS to .96v. Everything seems fine.

A few days ago I upgraded the MAF to a 70mm unit off a '96 3.8L mustang (which is apparently the same exact one as the V8's) and it very slightly amplified the stalling problem that was already present, but It runs great over 1000 RPMs. Both stock and 70mm MAFs work fine above 1000 RPMs, and I don't think the new one is a problem (and yes I did clean it).

What else should I check? I tried pulling the engine codes with the KOER test (KOEO test I got nothing), but I'm pretty miserable at catching them as it turns out. I believe the few that I was able to write down were 18, 53, and 85. The check engine light never comes on otherwise. Could it still be the IAC? What silly thing am I forgetting to check...

Any ideas would be appreciated!
