Hey guys!!!

So for as long as I've had my Explorer, there has been a bump in the middle of the front bumper. It looks like it was pushed up or something. I have seen this on many other First Gen's and I've always wondered if it is suppose to be there? I tried to find a good picture on the internet so you can see it, it is in the middle of the bumper, this isn't mine but it has the same thing. Is there a way I could gentle tap it out or something?

That bump isn't factory. The reason they're so common is because the age of these vehicles means a greater likelihood of minor fender benders. Even my 93 had the same bump in the front before I bought a new bumper. Over its lifetime I can count 5 or six times that someone backed into it, I rear ended someone once, and was in an accident (not at fault) that finally finished it off. They're all old cars at this point and most have probably suffered the same damage at one point or another

No it's not normal. I don't think you could fix it without screwing up the chrome.

Even though these bumpers do rust, the chrome on these is very resilient to flaking, making repair an option. These bumps have a chance of being fixed without chrome damage, if they are minor and there is no "creasing" . If the deformation is along a flat edge like pictured it is easier. Anywhere else a dolly should be used to have a chance of getting it right. I have been able to repair this by using c clamps , 1"x2", leather pads & rubber and leather mallets. It does take a couple hours to do correctly and isn't really worth it unless your chrome is in very good condition to start with and there are no junk yard options. If your only option is a $400 new one, probably worth it. Just using c clamps , 1"x2" and leather can likely restore most of the formation for the dent in the picture without destroying the chrome (on these bumpers specifically).
