Can you run hi's and low's on a 99 Explorer

high's and lows at the same time sounds like a terrible idea. why not just buy some offroad lights, or at least 55 watt halogen fog lights and install them on a relay to come on w/ your normal high beams.

and since you have the same bulb, if both filaments were operating at the same time, after a short time it will melt the bulb (and possibly the fixture as well) the bulb is not means to have both filaments running simultaneously

The low beam and the high beam would be just one beam. Its illegal to have on excess lights when driving on the public roads. Its more noticable to have the offroad lights cuz you have different fixtures. One fixture with a brighter "beam" is less noticable, well to me anyway

you do know you can buy "offroad" halogen lights (which replace your stock h3/h4/whatever bulbs) which have higher wattage filaments don't you? it would work better, and be the "correct" way to do this. and there would be no way to tell that it's a higher wattage bulb.

you can also buy DOT approved after market lights which are legal to run on the street.

i have had 55w "off road" (not the dot approved ones) on my truck wired to come on with the high beams before, never had a problem - didn't go blaring them at other cars though of course.

Are you saying offroad lights in the grille are legal?

If so, im totally driving with them on

In most states you would be fine as long as they were DOT approved lights.

I dont know how anyone would know if you had legal or illegal lights that come on only with your bright lights if you use your bright lights correctly. Dimmed when there is oncomming traffic. Who is gonna see them?
I have used PIAA 130 watt (illegal) driving lights on the Mtneer and the Caddy for years and have not had a problem, Never been flashed either because I dim them as soon as I see other cars comming.
Wire the driving lights so they are off with dims and only come on with the brights.(no extra switch to turn off when traffic approaches.)
Use your head, & your dimmer switch, and you should have no problem.
