Some cats have large flanges on them and bolt to a manifold etc, farther out of reach. That kind can't be cut out in any short time period. The ones they go after are right along the bottom, with simple pipes coming out of them.

That one pictured above, that should come out with about three cuts. It looks like it would fit out the left side of that cage. Just cut the pipe next to it on the right, once on the left a few inches from the cage, and snake it out(or another cut to make more room).

Sawzall's do well with thin or small pieces of steel, really thick or large stuff cause problems for the user.

It really sounds like all of you responding have never been under their 2011 to 2019 explorer? The CATs literally flange to the engine header and are in a vertical orientation, AND tucked up into the engine bay. It's one of the main reason the PTU and electronic steering rack get fried (personal experience on the steering rack).
While yes I generally agree with "if they want it they'll get it" mentality, I believe that it would be very difficult to cut our CATs on the top side with how compact it is up there.

I agree with MBrooks that if someone wants it they will do what it takes to get it or trash your car as revenge for not getting it. Sometimes slowing someone down a few seconds gives the owner an advantage to defend their property.
