I know this is'nt car audio, but it's related. I recently purchased A CB radio for my explorer.Wired it to the radio power and tried several different places to ground it.Even with a noise filter installed I still get this awfull whine when the motors running. How do I make it stop?

Try wiring it straight to the battery.

Mine is wired straight to the battery with a RFI filter on the power wire. No noise at all. Make sure the power wire and ground wire are the same gauge wiring. Also, the shorter the ground wire the better.
BTW, where is your antenna mounted?

I have my ground hooked up to the ground that goes into the radio. No noise.

That whine you hear is the infamous Ford X fuel pump whine. Ford has a service bulletin out on it. They fixed it in later years. Sometimes you can get lucky and get away from it with a good filter. I never did get rid of it in my '92, even with a battery ground and RFI filter. The service bulletin gives the procedure for dropping the fuel tank and installing noise suppression on the fuel pump. A royal pain in the a** !

Another option would be shortening the length of your CB's power leads. I had leads running right to my battery originally and squealed/distorted like a *******, cut the power leads down to approx 6" and tapped then into my cig lighter wires with some blue scotchloks. Apparently the longer power wires to the battery were working as an antenna in themselves and picking up all kinds of RF (as well as some crazy skip) and when shortened they work beautifully. No whine, no noise, no squeal, no RF chokes... :)
