Cheapest way for a 3" lift?

i have a 2000 explorer xlt stock with 31's was wondering whats the easiest and cheapest way to lift it maybe 3 inchs. if anyone can help let me know thanks! oh and any opinions on some exoughst that would sound good? its a v6
