$20 to fill my kegerator 5 lb CO2 tank in Atlanta.
 






Few things to try:

1) A SCUBA dive store, cause all you need is air, and that's what they sell! SCUBA tanks are pressurized to 2500psi. Tanks are cheap and available, Fills are not too expensive, heck, you can buy your own compressor easy enough.

2) A Welding supply store, they can definitely sell you a tank of CO2. Or Argon. Or oxygen. Or Acetylene.....

It is illegal (and downright dumb) to carry an explosive gas, such as acetylene, in an enclosed passenger vehicle.
 






It costs me $14 to fill my 10# tank and thats at a beverage supply place here locally. The local welding store only does exchanges on tanks so that may be an option for you, all you really have to buy is the regulator and whatever they charge for the tank rental. Another place that could fill a tank would be a fire extinguisher refiller. You could probably find a few listed in your phone book.
