I would think that you would have to get into the physical wiring to do that, if it is even possible. Also given that they are recessed into the bumper, I doubt they would give off any more light for corners than your headlamps. The LED fog lights on the 2016+ models might do a better job, although given their location they would not be ideal.

I've had them Jon and they can be handy in dark situations. I find that the headlights work fine for me even on unlit country roads. I rarely use the foglights although they do slightly improve the light to the side. To have proper cornering lights, the light must actually shine to the side.

The 18 Navigator that I had for a week had them, it litterally lit up front the driver's door (where it meets the quarter panel) forward when turning (regardless of using your blinker) the more you turned the wheel, the brighter it got.
