You have light?! I want lights. Anyway I think my first place to start would be checking out the electrical connections to the switches....who knows they might just be dirty and not making good enough contact. It seems like if there are light not comming on (I'm ASSUMING backlighting for the buttons) that a connector might be loose. Maybe search around here for awhile you might find something, if you don't have on, goto an autoparts store and buy a haynes manual...it's my bible when it comes to my explorer...next to this site
The other first check would be the vacuum connections that control the cruise. It's vacuum actuated, if the vacuum connections come off, no cruise.
And while you're checking electrical connections, be sure to check the brake on/off (BOO) switch.
