drl module i bet, i had same problem in my 97 where the lights wouldnt go off at all. even with the key out.
i had to unplug the bulbs all the time.
changed the drl module and all was good.

When my DRI module on my 91 started acting up I just unplugged it and it didn't seem to affect anything else.It is a little black box with cooling fins about 3"x4" located on the upper rad support behind the driver's headlight in the engine compartment.

So If I unplug it I will just have regular lights? (ie pre drl)

After I unplugged it I just had regular lights.I read somewhere that Explorers that came factory equipped without the daytime running lights had the same wiring harness, the only difference was the module was attached but I can't verify it.

There is also a teeny weeny fuse in the engine fuse bay that will shut off DRL. I hate DRL and a pull of this fuse affected nothing else but the DRL.
If you want to know the exact location of this fuse PM me.

To my understanding, your trying to get the lights to turn off when you activate your parking brake, well the brake light doesnt come on, on the dash and the lights dont go out right? Id suggest to look at the switch for the parking brake pedal, if your hitting the brake and the light on the dash doesnt come on that could be a problem. And that will cause the lights to stay on aswell if your not getting a signal to shut them off.
