Defrost Only Question

So my brothers 02 explorer has decided that it will only blow air from the defrost vent.

I pulled the glove box and found the actuator. The plastic and metal arms are in good shape but there is no change in the arms position when I move the selector.

I pulled the vacuum line off of the back of the actuator and I am getting no suction or air flow of any kind.

I took the arms loose so that he could have use of his vents, but where do I go from here?

Any info would be great guys! Thank y'all ahead of time!
 






Did you check all the vacuum hoses? Especially hoses leading to vacuum reservoir tank? Some members have encountered cracked or disconnected hoses leading to the reservoir tank. I knocked mine loose and had similar problem.
