Dim dashboard with no dome light.

Okay, making my way through the problems, this one is inconvenient but not a performance issue. A week or so ago I let my mother-in-law borrow the van to haul a bunch of stuff, and when I got it back, the dash is noticeably dimmer than before, and it wasn't bright to begin with. Now at night it is hard to read any of the gauges. I looked at other posts, and normally there is a dark area indicating some of the dash lights have gone out, but that isn't the case here, just a uniform dimness. The dim setting (where you turn the headlights knob) is the highest it will go.

I also noticed that the dome light isn't functioning anymore. I believe this is fairly recent, although I can't say for certain it happened at the same time as the dash.

Is this most likely a fuse issue? If so, which fuse controls these lights? Radio and everything else electrical still works and the lighting doesn't change with power on/off, so I don't think it is the alternator, right?
