Dimmer switch going bad

my turn signals will only work if the streeing wheel is all the way up. if i tilt it down they stop. i'm thinking its the dimmer switch either shorting out or just gone bad. would this be the problem??? if so how much would one be to replace it and would it be something i would need to go to a shop and have put in or could i do it myself?

It's not hard to replace & it can be found localy at Autozone or the dealer. Costs about $60.
