The panel hooks in at the top, pull the panel out an inch all around the bottom, working up. With it lifted off(the top edge will be stuck in the channel), carefully work the switches(arm rest included) out through the back of the door panel. There are two plastic holding claws(look at the backside of the panel/switches) that hold the switch panel in, don't bend or break them.
Also, if you do need to work on the actuator, don't drill out the rivet which holds the actuator bracket on. The actuator will pry out of the bracket, and is difficult to pry back in. To get at it easier, remove the window glass guide along that edge. The guide is steel and runs inside the door, is held in place by one bolt, the one nearest to the lower left corner of the LF door. That guide is the only window adjustment, it just need to be snug against the glass(rolled down) before tightening that bolt. It slips up into a slot next to the edge of the glass, which is easy to see and do.
Without the window guide in the way, working on the door actuator is much much easier. Good luck,
