Egr problems

I was wondering I don't have hardly any vaccum when I took the egr vac hose off .so I ended up with a hand pump to test the egr valve and it's holding vaccum so I need some help with this and thinking it's the egr vaccum solenoid but not sure

What engine? Is it throwing a code? I had and egr code on my '05 4.0 and basically had to replace the entire egr assembly. It wasn't that difficult.
