EGR Vacuum Solenoid

I am trying to replace EGR Vacuum Solenoid on 2002 Explorer XLT 4.0. I know where it is located but cannot figure out how to get a tool on the two bolts to remove. Hopefully I don't need to remove the valve cover just to get to it. Can anyone please advise as to tool(s) and technique? Thanks.

Thanks. I guess you just have to get a small wrench back there to loosen the bolts.
