When i roll the window down by pressing the button, the battery needle swings back and forth and the dash lights flicker for a milli-second. Is this a sign that the battery is going dead?
 






i would say no .... any thing that is a high current draw item like power windows will very briefly pull down the volts on the guage like turning on your blower for the heat / ac system if you watch the postion of the guage before and after it will read lower till the device is turned off and the guage returns to it's normal reading .

now i would imagine that this only gets more noticeable as the battery and alt get more wear on them till one of the 2 fail .

........have you checked the alt to make sure your good and also the battery when was the last time it was checked ..if both are both good then it would be what i said first.
 






everything said above is dead on, but I would like to add..

make sure the grounds are good from the battery to the chassis/engine. make sure the wires from the battery to the starter solenoid on the fender are good, with clean connections, and that all connections on the solenoid are good too. as well as good clean connections on the battery posts and terminals
