Error Code p0141 on 96 xploder

I have a 96 xlt explorer with a 302. Recently I have been busting my ass to get this thing to pass smog (lovely california). DMV was excited to choose my vehicle as 1 out of 1000 cars that have to go to a test only shop for inspection. after replacing 4 o2 sensors and the camshaft position sensor. I am still getting error code p0141. My cps was hammered so I removed the chunks that once were the magnet, used the air compressor to blow out around it, removed all major debris around it, and put the new sensor in place.

I did just buy a new sensor and throw it on, do I need a syncro tool to align everything? Anybody have any idea how to fix my issue?
 






Yes,
you do need the alignment tool,
rotate the engine until the #1 cylinder is at tdc on the compression stroke- drop it in-rotating as it goes down, until the drive gear and oil pump shaft mesh
then rotate the housing until the tool will slide onto the synch unit and tighten the retainer -
install the sensor "cap" and thats it-



However, the p0141 is a heated 02 sensor circuit fault-
you might check the sensor connectors-sometimes the pins will back out when a new connector is installed.
