If you have access to a 2 gas torch you can get them out. Mine were half gone from rust on the exposed part and i got them out. If you do have to break them you can drill them out and use bolts. A good exhaust shop will be able to get them out, and IMHO is the best option for removal. It will take hours and several drill bits to drill out the bolts, or you can drop $20-$50 and let someone else deal with it while you relax at home and enjoy a cold adult beverage.

I got the passenger side manifold off so far my other question is should I replace the donut gasket because it doesn't want to come off also can I re use t the bolts our do they need to be replaced

The donut is only like 5 bones, so there is no reason not to replace it. You can re-use the bolts as long as they aren't damaged. Put some anti-seize lubricant on them when you re-install so you can tighten them all the way and evenly without any problems.

i've purchased new studs at o'reillys in the past. they're a stock item, but they keep them behind the counter.

i've gotten the studs out of '70's vintage manifolds using a hand-held torch and jamming 2 nuts together.

on my 97 there appears to be no gasket there, it is set up like a ball and socket type connection. I have had my y-pipe off and back on 3 times in the last 30,000 miles without replacing them (if it is a gasket) or the bolts, and have no leaks.
