after further thinking about it, im gonna agree with buchvilleman is pretty much right. I live in Atlanta where the cops really can't control what people bring on the streets, but in Park Rapids minesota, a very small town. There are no cruising laws, that ask that rebelious people and their loud cars dont drive past the same place 3 times in an hour, and thus this keeps the cruisin scene at night when the older people are asleep. I think Buch pretty much does have it.
