Falken makes pretty good tires. Their street tire in that 31 x 10.50 size is the Ziex S/TZ-04. The Ziex S/TZ-04 has a 3 out of 5 star rating on the discount tire website. A few of the reviews mention that the tires don't balance well, cause vibration, wear unevenly, and generally have issues. If you're looking for cheap street tires, it's hard to beat $38 a pop, but bear in mind the place you're getting them from might be selling them off cheap because they don't want to sell them anymore or something. If you can get free lifetime balancing (meaning you can come in whenever you want and get all four tires re-balanced at no charge) with the tires, it might be worth it. Be sure to tack on the cost of mounting/balancing, though. Even if the tires are just $38 each, if the mounting and balancing costs are a ripoff, it's not much of a deal.
