Frame hitch question

Hey everyone-
been a long time since I posted last! anyway, I just picked up a Class II for my '93 sport because I need to tow a Uhaul from upper Mich. to South Dakota. I was foolishly assuming that it would be a no-drill install, but as usual I turned out to be wrong. I've read some other threads where people have mentioned that their Class III's didn't require punching any new holes in the frame, and I was wondering how exactly they mount up without that hole on the lower side of the frame rail? also, anyone ever tried to take off the factory towing plate/bumper step?? I tried last night, but those bolts seem to be an uncommon size (as in, I didn't have a wrench or a socket that would fit)... I think they're 18mm? Ideas? It's pretty tight under there and I don't think I could get it off even if I had the right size wrench, but I may as well give it a shot.

My hitch lined up with the bumper mounting bolt perfectly as they should if you ordered your hitch for that vehicle.
I'm pretty sure they were 18mm. Soak 'em good and use a long breaker bar. I had to remove the spare if memory serves me. Good Luck.
