Front Brake problem 91 Exp

I'm having this problem as well. I havent investigated yet, but I'll check everything that has been previously mentioned and post back.

The passenger rear wheel doesn't turn easily when its jacked up and in neutral. The driver's side is much easier to turn. The drum on the passenger side came off with ease. Its pretty dirty in there but I don't see what looks like recent fluid. I had someone hit the brake while I watched and only the front shoe moves. The rear shoe didn't budge at all.

just checked the driver's side. The drum comes off easy and only one shoe moves on it too. I thought both shoes are supposed to move.
