Front fog lights stuck on...

Strange one this.
Cleaned my Ex this w/e with a pressure washer and then noticed my front fog lights were on. This is a first as they have never been on before and I 'd assumed that the bulbs were blown and was too lazy to change them.
As there is no separate switching for the front fog Lights I had assumed they were wired in with the full beam. Anyway I opened the internal fuse box and went to remove the fuse for the front fogs (according to Owners Manual) and found there was no fuse inserted!
I've unplugged them where they are connected inside the wheel arch now to save the battery.
I thought at first that I must have forced some water into a circuit and that it would dry out but not the case as they are still on when reconnected 2 days later.
Can someone tell me how these lights are usually to be activated/switched.
Any thoughts or suggestions on the permanent illumination?

Weird- States-side our fogs are activated by a button/switch next to the radio, and they turn on only with the regular headlights. (or full beam as you have said)

That is weird that you have no fuse and they're on. Spooky!
 






normaly they come on with full beam,odd just the fogs on
rich
 












just a thought is there a seperate soliniod for the fogs has this failed and making the circuit where before it was off?
