i would not drill a tow hitch to use towhooks, there is an extensive thread on here, with pictures, look it up, its all about towhooks....

the safety chain loops on the tow hitch are not strong enough to use as recovery points
 






bolt some tow hooks on, or if you use the hitch, get the little attachment that has a hook on the end of it as a tow point.
 






I bought a D ring from ebay for my front hitch- it makes a better recovery point because it spreads the force between both frame rails, no risk of doing odd things to the frame with a odd yank or pull. If you don't get a frame hitch never attach the tow rope in a triangle across both hooks- you can literally pull your frame together / \ not a good thing.

I built my own front frame hitch sometime back, included lower radiator protection and a skid plate.

mountaineer green has a bodylift right? those front hitched hang down very low on a non lifted vehicle
 






Nope, all suspension. I believe the 2nd gen Explorer front frame hitch tucks in neatly behind the bumper and utilizes the factory hole in the bumper. Or at least that's the way it looks from what pictures I've seen.
