I think the jump start thing may be just a coincidence... I have 3 ideas of what it could be.
1. Under the blower motor is a resistor pack, about $15 from the dealer, that fails quite frequently. When the pack fails all you will have is the high speed setting. I have also seen total failure of the blower motor. You can see it from the top. It is just below the blower motor. Check and see if it is melted. It may not be but it sometimes is. In some cases you will have to replace the plug too, about $10. It is most easly accesed by the passenger side wheel well by removeing the tire and then all the plastic that is in there. 2 hex screws hold the pack in. I replaced mine and found that the connectors in the plug were corroded. I was able to clean them up.
2. You may have a bad relay. In the battery junction box is a bunch of relays. Swap them around to see if the fan startes to work.
3. A bad control switch. This, I think, is the least likely but possible.
A new switch is about $35 from the dealer. With a multi-meter check the switch for proper operation. Pull the switch and check with a multi-meter.

on low none of the connectors should have continuity
on medium-low pins 1 & 2 should show continuity
on medium-high pins 2, 3 & 4 should show continuity
on high pins 1, 2, & 4 should show continuity
There is also a possibality that the GEM was dammaged while jumping the Ex but I highly doubt that...
Hopefully this will give you somthing to go on.
