fuel pump hums but no pressure

I was trying to find a fuel tank air leak when the engine stalled. I can hear the fuel pump prime when the ignition key is turned on but there is no fuel present at the bleed valve when I open it.

At the time the fuel tank was dropped at its rear about a foot and I had applied two pounds of air pressure to the tank. I was squirting soap water on the tank fittings when the engine died. The obdII read out problem code is “Excessive Fuel Tank Pressure” in addition to the original code “Gross Tank Leak”. I was running the car to close the purge valve while applying the tank pressure. I had installed a new fuel pump in August.

The question is: is there a fuel shut-off if the computer detects excessive fuel tank pressure? Also: the tank is half full and the gas gauge reads correctly but the “check gauge” light is on.
 






Did you check for operation at the fuel filter.....or did you "forget to" replace the fuel filter when you did the fuel pump?
