Fuel Pump Question

:exp: Hello I have a 99 ford explorer sport. I need to know if it's my fuel pump relay or if it's the fuel pump tha't's not letting my car start. where can I locate the fuel pump relay? Also do I have to take the gas tank off to install a fuel pump. or is there a panel underneath the seats that makes it easier to get to the fuel pump? If anyone can answer this please help me thank you!!
