i have a short in my '96 explorer. i went through and pulled each fuse one-by-one and found that the short is with whatever is connected to fuse #25. this is from the fuse box inside the cab near the steering wheel.

my question is, does anyone know which systems are controlled by fuse #25?
the book says its the speedometer and the "GEM system". thats all.

That's exactly what the factory wiring manual says. It's a 'Hot at all Times' circuit that feeds the instrument cluster and GEM. What it does once inside there is difficult to determine.
 






from what i can tell so far that fuse controls the power windows, inside dome lighting, speedometer, key in ignition sound (when the door opens) just dont know what else it controls.
