Just picked up a 99 Explorer with a 4.0L. It's pretty staight and clean and everything works well except: none of the gauges work. There is light and the oil pressure guage goes up slightly but rests well below the normal off position and the voltage needle moves slightly. The speedometer tack fuel and and temp gauges don't give a reading. Odometer also dosn't turn. I'v check the fuses and they are good. I'v read on here that connectors behind the cluster could be the culprit but not sure how to check them other than making sure they are tight. Is there anything else I should be checking? This is the only thing keeping this truck legally off the road right now.:(

Faulty gauges. Send them to southern electronics in Richmond Virginia and they will repair them and send them back to you. I just had mine repaired by them and they now perform perfectly. It's relatively cheap compared to getting it done by the dealer. Dealer for me 1000.00 bucks southern electronics charged me 235.00 and they had them 3 days.

buy a replacement used cluster off eBay.

Or pull one at a junk yard - lots of dead Explorers around.
