Do you feel anything in the brake pedal? If so, it would be your ABS malfunctioning. (Considering your rotors are new, I wouldn't think they are a problem.)
 












Check your brake fluid, go for a quick drive and focus on that pedal, do you feel any movement or grinding on your foot from the pedal?
 












I hope a rock didn't get in between a pad and a rotor.. that would be an ugly mess..
 






how new are the pads? and were they the cheapos? i know i bought the cheapest i could, and they last all of 3 months! duralast is the way to go for me now on...

like Storlied said, maybe check everything, make sure no gravel or anything got stuck, just do a once over...
 


















Which makes me think it could possibly be an ABS malfunction the system isn't picking up, which would explain that no CEL being thrown.
 












The power steering is meant to be used while it's on the ground, it might have just been there was no stress on it so it was just acting weird. Fill your brake fluid, bleed the system. And see if your problem persists.
