Heater only works on high...

Hello all, once again!

I have had this problem for a long time now, never cared to fix it, I should probably ask everyone here if its something I should take care of...

My heat only works when it is on high. There are 4 settings, 1, 2, 3, 4. 4 is the only one that works. If i Switch to 3, it shuts off.

YET....my rear heat(back seat passangers have a control) works fine on the three settings it has.

I have my A/C unit disconnected electronically, but this problem happened before I disconnected it.

Any ideas?
 






There's a resistor that's basically coils that heat up to reduce the current and slow the fan on lower speeds. When it burns out you will only have high, since that doesn't use the coils. It's on the heater box, probably under the dash on the passenger side, and when taken out looks something like this:
