If there is a "ridiculous" amount of resistance, something is going on with your lock cylinder.

Do you have a junkyard near you that you can pop one out of another Ex and try it?

I don't think the issue is the starter, cable, or solenoid.

I agree, but he said he does have power when he turns the key on.
