Help with PCM issues

Hello all,

Having a problem with the PCM.

I am trying to connect my VCM to the system. The VCM cannot read the PCM.

I have discovered that there is no voltage at pin 2 of the DLC. I have verified continuity from pin 16 of C202 (PCM) to pin 2 of the DLC and to pin 6 of the PATS module.

Where does pin 16 of the PCM get its voltage? Is the PCM the problem?

As an addendum, I am able to read trouble codes with my code reader but I do not know which pins it reads from on the DLC.
