You've got extra drum brakes inside the rear discs for the parking brake. At the bottom behind the back plate there is an oblong rubber bug. Behind this is a star wheel. The book says to raise the rear and fully tighten useing the star then back off eight clicks. That should do it. All the best.

You may want to pull off the rear rotors (drums) and check the condition of the parking brake shoes. Mine disintegrated after about 40k miles even though I rarely used them. Some others with 97 Explorers have had similar experiences.
