how much vacuum should there be at the EGR valve hose

I just pulled of the mini vacuum hose going to the top of the EGR valve but the when idle the vacuum is really low , so low I thought it was shooting out and not it.. is this normal ? I'm trying to diagnose my emmission problem and everything points to this valve , on the outside it looks really bad but before I get a new one I want to make sure this tiny vacum is normal.

My EGR opens at 7" of vacuum.

doesn't say much . what is 7" ? when you pull off at idle is the suction noticable. mine is very minor.

Not at idle-
there is a vacuum switch-the egr is "switched" on by an electric vacuum valve

what is the code you are getting? There is a egr valve position sensor-the egr may be functioning while the sensor is not--

7" is inches of water the height of the column of water that the vacuum can hold up (or it may be mercury but the concept is the same)

doesnt work that way, use a vacuum T and plug in a vacuum gauge (about 15$) and tape it to your window or run a line inside. You should see some vacuum under light throttle and up, i wouldnt expect 20" or something that high, the engine would stumble.
