How to program a Harada keyless entry remote

Here is the deal: 1999 Explorer, Harada keyless entry remote (2 button). Changed dead batteries and tried to reprogram remote. Toggling the ignition 8times, as described in the manual, doesn't work because it's an 'aftermarket' system. But if I turn the ignition switch on and hold down the 'unlock' button on the remote, the parking lights blink after about 10 seconds.
Does anyone have a Harada keyless entry system that they can explain how to program the remote fobs?

I think I would contact the manufacturer of the remote.

Otherwise I bought a factory "new" (actually in excellent condition, but you could tell it was used) off of e-bay for about $20.00 with shipping, works great!
