I NEED help please, bought a 2000 Ford Explore at a police auction which had been stolen

So the steering column is tore up and the ignition is ripped out, and because I got it at a police auction it didn't come with keys or the remote. SO the theft light flashed and won't start.. I know that I'm gonna have to get a new or new used ignition but first I need to make sure this headache is gonna run.. How do I start it?

Thank you so much, but there must be away to bypass the pats just enough to make it start, I don't need to drive anywhere yet, I just need to know if I spend the money to put a new ignition in and have working keys that it will run and drive than...
