...There are several stickies here that show how to do codes with just a paper clip for the 91-94 explorers...The OBD-1 uses a different scanner and plug such as the one you have...
..The Auto stores will read 95 and newer models as they have the scanner that reads OBD-II...What they also did not tell you as most stores won't, they will not read your OBD-II codes unless the CEL light is on...
...Now, I may be wrong with reading your codes from the video as an all clear is a 1-11 pulse reading and yours was a 1____111_111_____1____111_111_______...I read this as a start up 1, 33, 1 as a seperator, and a confirming 33, but I did not see an end of test pulse...
It seemed like you didn't wait long enough as there may have been more codes to follow...Sometimes this test is 5 minutes...I hope this helps...
