Installing running boards?

Any one have any good ideas for creating a template to drill the holes in the rocker to install OEM runing boards?

I may be wrong but I think the holes for the running boards are alraedy there and they just bolt to the frame. And is this for the 1991 or the 1997 just to clear things up?

They are 97 boards going onto a 91. I am sure they do not bolt to the frame. I think most of the 91 came with only the metal rocker no skirt or board. I do have to drill into the rocker face not sure about underneath? The bolts for the suport brackets came with the c-clips. Not to sure how I am going to get them behind the rocker.

Guy's I don't recall exactly how my 98 mounts, but I bet they are the same. On my 93 Limited, the "L" shaped brackets mount to the inner side of the body. The holes are probably there on all Explorers, or can be. The holes are up, from the bottom edge of the body, about eight inches.
Climb under yours, and look along that flat surface on the backside of the side of the body. If the running board is assembled you should be able to set the whole thing up against the body, to find the holes. LOL,

I was missing a few bolts ect but I found everything I was missing walking to my front door today. Not sure so maybe someone can look, but it looks like the bottom bolts for the L-bracket go through the flange at the bottom of the body and the top bolt just gets threaded into the sheet metal. If this is the case the c-clips just slip over the flange. I just have to figure out how to get the layout for the the 16 holes I have to drill in the rocker. The body lines are the same so the boards do fit.
