Interior lights not working

1993 Explorer Eddie Bauer
I have a 1994 Eddie Bauer I've been trying to fix the interior lights. I have checked all the fuses and there's nothing wrong with what I checked. I have no lighter as well. The high beams only work when I actually snap them on not when I'm trying to flash them. I've tried to check for a short to no luck. Please if you guys have any ideas it would be greatly appreciated.

regarding dome/interior lamps:
Assuming you have verified continuity on the correct 15A fuse in the internal/under dash fuse panel. Just in case, that's #1 in this image:

Have you verified the bulbs to be good?
Do the lamps in your visors illuminate when opened?
Does the glove box lamp illuminate when opened?

regarding cigarette lighter/aux 12v & flash-to-pass:
#12 in the above image, 20A circuit breaker (is auto reset fuse). Tested this for continuity?

no new content in your reply.
The visors illuminate the glove box does not I replaced the fuses to see if that was the problem just to find out that they had an aftermarket alarm installed that is connected to #12.
