Intermittent brake problems

Hello all,
My girlfriend has a 1999 Explorer sport 4x4. She has been complaining about her brakes ever since I met her. It has 130k on it. The pads have about 5mm front 5mm rear life left. She complains that sometimes it is hard to stop every once in a while. One time when she came over it was acting up, I drove it in the parking lot and the thing can't stop for anything. It is like the brakes are working about 50% of what they should. I know the brakes are old and that could be causing it, but this kind of seems intermittent. There are no ABS or brake lights on. A few days ago she said it felt like her rear ABS kicked on when she was coming up to a stop light at a slow speed. She also has said that it has gotten worse and that she can hardly stop. The main problem is her dad is very overprotective and doesn't believe me that he should start with the old crappy glazed over pads. His "Mechanic" Is saying it has been in the ABS all along, which after her incident with her rear ABS coming on that is what I am leaning towards. We have pulled the ABS fuse before to disable it and nothing changed, does this rule out the ABS or could it still be the HCU? Thanks.
