I have been running aftermarket fog lamps on my 97 ever since my accident and subsequent purchase of a valance panel w/out fogs. I have had the 15A fuse in the box under the hood blow a couple times but never really thought anything of it. Now I am blowing them as soon as I put them in there spot. Has my luck run out running larger lamps on the factory wiring? Bulbs are good, grounds are good, connections are good, just want some affirmation that I've been lucky for too long.

A 97 has 35 watt bulbs in the fogs. You probably have 55 watt bulbs in your lights. OEM wires a marginal for 35 watts and bad for 55 watts. So they have probably shorted out somewhere.
For $15 or so you can get a harness W/relay and solve the problem.
 






im not the best at wiring.. and the reason I was using the stock wiring as to retain my factory switch. could I simply use one of the power wiries that would have went to the stock bulb and use it to provide power to a relay and seperate wiring harness? I'm confused on how to integrate the two.
 






Yes, use the old foglamp wire to "trigger" a relay that provides a 12v fused source.
 












you have a intermittent short to ground most likely there is a crack or burnt spot in the wires somewhere. Start from the lights and work backwards to the switch.
