Lighting Problems Hi & Low beam on at the same time

ok... so i jus bought new head lights the halogen ones with the blue tint to them... i installed them... and like when i put the high beams on they arent that bright... then i pull in the switch to flassh someone with them as i was giving them the right away they are bright as hell... is there a way to make my lights brighter or is there a problem with my lighting assembly

i have a 97 ford explorer SOCH V6 4.0L sport

9007 bulbs are dual filament. When you pull back, unlike many cars, the Explorer does not just light the high filament, but also the low. So, you will have double the output when pulling the stalk back, but not when the highs are on alone. I do not know if a way to keep both filaments burning, however. I do know that if you do, the lifespan of your bulbs will go down the tubes.
