You mean Fuel Pressure Regulator?

Pretty common item, any auto parts store should have one, even at this late date. If not them, look at Rockauto or 1AAuto.

The 1991 Explorer uses a different style regulator (different mount) than the 1992+.

If you can't find the 1991 style regulator, you can grab fuel lines from a 1992 explorer and replace them on your 1991 to get the other style..
