Loud fog horn sound...

I get a loud fog horn sound with my A/c on. If I turn the ac off it goes away, actually if its on head and floor or just the floor I still get this hum. from about idle to around 2K then it stops. I just cleaned the IAC yesterday with some electronics cleaner. any ideas?

It's still probably the IAC.

Even when its just the air on ? other wise without the air on, i only hear that stupid power steering pump whine

The IAC is more active with the AC on.

With the AC on try unplugging it.
