Manifold to Y-Pipe Stud Removal

Are these studs welded in? I just received my manifolds and the guy cut the bolts to remove them from the y-pipe. I've been spraying these with PB Blaster and pounding them with a hammer for a while with NO movement at all.

Oh great. After looking at pictures of manifolds on eBay, it seems the bolts thread into the manifold. I guess the guy cut or rounded the heads. I love wasting money!

Drill them out and retap the hole.

How much material is left sticking out? I had pretty good luck with a set of those stripped bolt remover sockets.
