Manual locks on rear wheels?

What are those things on rear wheels of these two trucks? Do I see manual locking hubs? Or what are those then?

Yup, just center caps. The insert is just hiding the end of the axle.

The first one looks like it might have full floating axle shafts, warn used to make a kit to equip the 8.8 with full floating shafts and manual locking hubs but they discontinued it. I did hear a rumor some other company is making it now.

No, that's Brian Green's truck. It does not have rear full floating axles.
