Max A/C blows slower than normal A/C

As stated when on normal mode the a/c blows hard but when I switch it to Max a/c it slows down to almost nothing. This is on a manual climate control not the automatic climate control system.

On max ac it opens the recirculation doors down by the footwells. So i would guess they may not be opening all the way. Does the fan slow down or just the airflow?

It feels like air flow is way slower than on normal

My best guess is the recerculate doors are not opening in the front footwells.
