It will help some, but isn't necessarily a solution for the auto industry.
For example, the wafer fab that TSMC is building in AZ is for 5 nm digital devices. In general that is not what is used or planned to be used in most automotive chips. They tend to use more mature devices that are more tolerant of temperature and voltage swings / spikes.

The auto industry drove down the price of chips specific to their needs so low that many of their suppliers went under. The equipment from those wafer fabs largely ended up in China.
Actually not just chips - the auto industry drives down supplier prices so hard that many have exited the business when they can.
